2001 dash and tail lights don't work until car warms up

Dash lights and tail lights do not work until car warms up. E-Brake lamp is lit at start, but turns off at warm up.

Well the ebrake light might be on if the brake fluid level is marginally low. Check it.
Sometimes old brake fluid will cause that switch to stick. I would remove and reinsert the fuse that controls the dash and tail lights just in case their contacts may be slightly oxidized.

    Thanks, Buffalo4.
It's actually my gf's car, and the ebrake light was related to fluid level.
Further info on the dash lights....the dash and tail lights are out when the headlights are on, but on when the parking lights are on. Does this point to the headlight switch?

If the headlights are on in 'daytime mode' the dash and tail lights will not be on. I don't know if that yr crv had daytime running lights, but probably not.
Hopefully someone else will be able to help you.

PS: If the brake fluid level was low it could mean a leak or perhaps the brakes pads are almost worn out.
