A bad tps almost always gives an error code.

A post on high idle problems. The resolution seemed to be "block off the IAC port with your hand, if the idle drops back down, then you have a bad IACV." Seems even a new IACV valve can be compromised by packing debris.
I took the liberty of summarizing your posts and asked for suggestions as my son is experiencing same symptoms on his 2003 CR-V. Let's see if we get a response.

Thanks for the input, I saw your thread over at HT and almost directed you this way. Since there is no code in this scenario and TPS does not appear to be the cause, I figured you had a different thing going on and chose not to waste your time. I just got done replacing the VTEC solenoid as was suggested in the above link, no dice. 2nd gear still has a mind of its own as far as clutch-in idle is concerned. 1st and 3rd behave as they should. I will take your suggestion and put a post together for the k20a site and post back here if I make any progress. Hopefully with enough brains and resources applied one of us will stumble on a fix.
mtcrv2004 is who went the route of replacing the throttle body, he does seem open to getting rid of the old one if you contact him. I have replaced the IACV with no luck but will check out the link you posted. Thanks again for contributing.

I'm really suprised Honda (the dealerships) have not figured this out for one of their customers yet and posted a bulletin. I wonder if there are any 2nd Gens with manual transmissions that are not having this issue?
My thoughts as well. The more parts come off the more I am convinced it is software related.
And this is only on Manual transmission models correct? How would the software have changed though from when it was working correctly when new, to now? It's not like there was a ECU flash a few years in and then this problem happened. Is there something on the clutch/Manual Transmission that sends a signal to the ECU?
My experience has been that it is very closely tied to speed. If I thrash it a bit and take my shift point up to 3,500+ and my speed up to about 25 MPH the RPMs fall off like they should. If I clutch at 20 MPH the revs hold at 2,500 until I come to a standstill. Why, I have no idea. As a collective the people in this thread have thrown enough parts at this problem that the only thing that seems to remain is the ECU. I alone have replaced thermostat, IACV, MAP sensor, VTC solenoid, VTEC solenoid, PCV valve, purge control solenoid, ruled out coolant level, purge system vacuum leak, idle learn procedure. Others have tried TPS and entire throttle bodies. If it is mechanical why does it only happen on a no-load 2-3 shift at 20 MPH and 3,000 RPM. Somewhere there is a garbage piece of data causing this, probably telling the IACV to open up for who knows what reason. Could be a bad sensor giving poor data to the ECU, could be crap code. Maddening garbage in - garbage out. Very hard to believe not a single person at Honda knows a damn thing about it.
Jtifm, thank you and others for putting time and money into trying to figure this out. It is crazy indeed that a Honda tech/shop has not been able to figure this out yet. It's one of those things that many people probably just live with. I will try bringing up my shift point to 3500+rpms to see if I have the same behaviour.
My High idle also occurs between first and second gear (not reverse). It will also happen if I take off in first gear and drive for a spell, and then disengage the clutch (rpm's will go up to 2500 and stay there for ~10 seconds). Overall the condition seems to happen for the first ~3 minutes of operating the vehicle and it occurred in the during warm weather as well as cool weather.
