accessing fuse panel under steering wheel

The owner's manual says pulling fuse 37 kills the DRL's; the fuse panel is "under the steering wheel". The plastic panel under the steer wheel on the dash appears to be sectioned; but it doesn't detach by pulling.

Has anyone tried to access this fuse panel? Anybody successful?

There is a knob on the left hand side of the panel. Twist it, then the panel will drop down and can then be removed.

Uhh...there's no knob on the left side of the panel. There is only a fist-size cubby hole on the left. my vehicle is a 2010...any other ideas?

I was not sure what panel you were referring to at first. The panel with the "fist-size cubby hole on the left" pulls out completely (part #9 in attached pic). You just have to pry hard. Start at the bottom. I've taken off this panel several times before in my 2011 before when I was installing my new stereo system.
