extra lighting needed, but not sure what is the best.

I need to figure out what will give me the most light possible while driving, recently my work location has changed, and i am on the road at 4am, and its dark very very few cars on the road at that time, the driving is all highway approx 45 min. i currently have a black 2008 v LX rt4wd 108 000km. Winter driving is horrendous with insane crosswinds and visibility near zero when conditions are severe, my regular lights just don't do it, even with high beams on( terrible with the snow)

I was thinking of going oem fogs, the i saw a link to jc whitney and saws driving lights , fog lights, off-road lights, then i saw bull bars with light attached ( don't know if there fog lights or not)

So if any one can shine some light on suggestions, i have a budget of about 400 give or take.

looking for quality, performance reliably, ease of compatibility ( oem stuff?)

    thanks

What i have found driving in heavy snow/wind/white out is that
the more bright light thrown out there only increases the reflection
back from the snow. The OEM fog kit on my 2010 only increased
the width and very little length. Yeah it increased the light reflection factor
down low which was not a lot of help. Same thing on the 05 I had, the
more light output the more reflected back. Ther is a happy median speed
    versus snow, somewhere out there.

On another forum, yellow lights were recommended for driving in foggy conditions. I don't know if yellow lights help with snow.
