Solenoid problem

I have an intermittent problem with my 02 CRV. When car is started a solenoid under the dashboard buzzes sometimes. To stop this I have to turn on the headlights. If I have the parking brake applied and start the car, no buzz, until I release the brake. Then it starts and I have to turn headlights on to stop the noise. Other times this problem doesn't exist.
Any idea what the problem may be? We use daytime running lights in Canada.
