Here is a copy from the October, 2007, Honda Service News on how to troubleshoot rear tailgate opening issues. This is intended for dealer service techs but could help someone out.

Tailgate Opener Not Working
Currently Applies To: ’07–08 CR-Vs
Tailgate opener not working? Lots of reasons could
account for this, but one thing for sure is that the
MICU needs to see that all the doors are unlocked
before the tailgate outer handle switch can work the
release actuator. Any or all of these items can cause
the tailgate opener not to work:
• A bad door lock knob switch
• A bad door lock actuator
• A short in the wire between the MICU and the
lock knob switch
To fix this problem, follow these steps:
1. Check each door lock actuator to make sure it
locks and unlocks the door.
2. Go to the DATA LIST in the HDS, and monitor
the UNLOCK input for each lock knob switch to
make sure the input reads ON when the door is
unlocked. If any of the UNLOCK inputs are
missing, check the components listed above and
repair as needed.
