My VSA system indicator light is on and is always on. My manuel tells me there is somthing wrong with the VSA system. Does this mean that my Realtime 4wd is not on? How can I tell that my VSA system is on or off? My VSA on off button doesn't do anything when pushed. I've got a lot more questions but I'll just leave it at this for now. Thanks to anyone who can help

Your VSA System is separate from your RT4WD System. The two frequently work together but are not connected. Your RT4WD System is a self contained hydro-mechanical system mostly housed in the rear differential housing.
The fact that your "VSA" light stays on is an indication that the system is not working (has a fault). A further indication is the fact that you no longer can turn the system on/off. (This assumes that you are referring to the "VSA" indicator and not the "!" indicator which will light any time the VSA System activates or when you have turned the system off.)

I want to fix my vsa problem, so I found a trouble shooting guide that tells me I need to check some fuses (which I've done) and then measure the voltage between the VSA modulator control unit 47p connector terminal #32 and body ground. The problem is, I dont know where this modulator is. I bought an online Chilton repair manual in hopes that it would show me but I've had no such luck. Any tips on finding the modulator?

The VSA Modulator and the ABS Modulator are one in the same. It is located under the hood on the far right side (left as you look under the hood). It has a considerable number of brake lines running to it.
