SCUFF - Sand the whole spare cover off, and make sure the whole thing is rough, not smooth and no gloss whatsoever.
Then go to a finer grit - make it smooth
Spray it with a BASE - a primer coat so the following layers of paint stick
PAINT - Color it with your black or green on top of the primer and do probably 2 or 3 coats of that 5 minutes inbetween coats
WET SAND - Get 300 or finer WET/DRY sandpaper (usually black color) and get it wet, then sand the entire painted surface like that, then wipe the surface dry, and make sure there is nothing on the surface
CLEAR - spray down your gloss enamel clear coat or similar to protect the paint and shine it up, or put down a matte clear coat to keep the surface dull rather than shiny
Then get some #000 Steel wool after everything has dried for a good 2 hours, and use it like sandpaper to clean off any bumps or runs and then wet sand it to clean the surface further. And then wipe everything off, and VIOLA!!! done.
I'd say it'll take you 4 hours to do nicely.:)
