With the rear sits folded forwarded, I have an access panel in the rug. What is this?

Might be the fuel pump access hole. Open it up. Take a picture.

That looks like the right spot for the fuel pump access. Pop the screws off and take a look.

It's only a week old! I'm not going to start tinkering with it just yet. I'm just curious as to what it might be.

Yep, that's it. Part 23 is called CAP ASSY., FLOOR MAINTENANCE HOLE
Directly over the fuel tank for access to the pump and filter.

I knew that was the next question.
Pull the screws and take a look. ;)

its power to your fuel pump, when its time for a fuel pump change its done from that cap instead of dropping the tank.

This is the kind of thing that I buy Honda's for. Easy access and replacement of the fuel pump. Though, I had a Del Sol with 225,000 that was running on the original fuel pump no problem. :)

In the first gen V's (97-01) you have to remove one of the back seats to access the access hole. Still, better than dropping the tank. :)

I take it the fuel filter ( or sock) is incorporated with the pump just like my Accord? Not really a fan of that set-up I guess b/c I'm a little old school and used to a return system.

Yep, filter is inside the tank - but it is a life of vehicle type thing. What do you mean by "return system"?
