After asking some members of another forum here is what I came up with
Strona Industrial Inc Taiwan, is the manufacturer and most likely could tell you if that particular item is still available and put you in touch with a distributor.

Its got a certain style to it. Its definately different. Although everybody has a different opinion, I for instance think all spare tire covers are ugly and tacky, even just having the spare on the back is tacky.
