Fuel Economy on 2016 CRV SE AWD not as expected

I was expecting the fuel economy to be quite good buying this CRV used from the Honda dealership at 43,000kms. however with a mix use of city and highway, im getting about 13.2L/100km. we are currently experiencing cold weather here in toronto and i could see that being an issue since heating is constantly being used. But is this normal ?

I just went to the fuelly.com site and filtered it to your specific vehicle (Crv SE AWD).
There are five exact matches with each one getting a different result.

Low to high they are (in MPG, not L): 20, 28, 29, 32 and 34.

How many cold starts a day are you doing? How far is you typical journey?
    Think that translates into 18usmpg...
Only time mine does that is the first couple of miles following a cold start.

2016 crv Lx AWD here, only had it a week so far, 26k miles, I was getting down to 26mpg when it was 12deg F out, cold weather reduces mpg alot.
Yesterday I got new tires and the alignment done, it was well out of alignment probably from driving over the bad potholed Michigan and Ohio roads. My 350mile drive back since the alignment and warmer 35deg F weather was 33.7mpg.
Outside temperatures seem to affect alot of vehicles mpg, in my 3rd gen Prius cold temps significantly affected mpg & driving through rain did too to a lesser extent.
Still 18mpg seems considerably worse than average, even at cold temperatures. Might want to take your car for a check up, get them to check that your brakes are releasing properly and that nothing is rubbing and alignment is ok.

Is there no way to edit my post here? I meant to say I was all the way down to *16mpg first few days of cold weather and stop n go driving and quick acceleration onto short, city Expressway ramps. And that's with never accelerating past 2000rpm. If you're throttle happy in stop n go driving that seems about right.

On a warm day above 40F, go driving on a freeway for a good 20 minutes, set cruise control 60-65mph, look ahead of the road and go with the flow of traffic, use cruise control to speed up and slow down not your brakes if possible, watch your RPM and keep it between 1500-2500 rpm you should be 1700rpm or so with just you and no load, 4 adult passengers maybe 2200 rpm max.
That should be a decent baseline mpg, then you can actually tell if your mpg is worse than average.

This is a very small sample but I'll add it:

my new to me / week old 16 CRV SE went 182 miles (all in town) when I topped it off for an out of state trip (Florida - averages 20 cents/ gal. more).
Fuelly.com calculated it at 29.2 mpg.
