Please help. I can not find a similar clip to help me identify what my issue is.

When I'm driving without the A/C on, everything seems to be fine. No weird noises or power issues. When i turn the A/C on, I get this very loud whining noise and the car is VERY VERY sluggish. I understand I will lose some power with A/C on, but i don't expect this much of a drop. Please listen to the video and help me figure out what is causing this to happen.

Not understanding your thought process for the cabin filter? Can you explain?

The noise is also very loud if you are standing in front of the car with the hood up or closed. The video was recorded with my drivers door open.

not sure what the cabin filter has to do with the a/c noise? If you are refering to the re-circulate button being pushed... it doesn't matter if it's fresh or recirculated air.

All the air, including the fresh air or recirculated air, go through the filter. So if the filter is blocked, it suffocates the AC.
