Looks like someone used a temporary fix as a permanent one??
I don't know. But, get the service manual from the Gen 2 forum
Download and look at the circuit schematic
I know Honda likes to use a 3 relay and two fan motor system to get two speeds
Low speed with the relays in a position to set the fan motors in series
High speed with the relays in a position to set the fan motors in parallel

Note: It doesn't hurt the motor or the cooling system to have the fan on
But, the fan might burn out early??

Before replacing the fan, take off the connector and put power and ground to the fan
If it runs then something else is the problem
If it doesn't run then the fan is supect
Good luck
