Request any unusual service tips on slow cranking while trying to start vehicle battery, starter tested well within specs initially, charged battery, cleaned cables, retried to start, engine turned slowly, then started. Possible bad area on starter?

Go to a proper starter/alternator shop and have them test it for you. They can hook up to it and tell you what it needs in five minutes. It could be anything in the system - battery, starter, alternator, cables, connections. My first guess would be the battery, then the starter, then the alternator, etc.
