Thanks for everyone's reply. I went to two auto body shops to get a quote and yes, indeed, those are RUST and not caused by UV. Since I live in San Francisco close to Ocean, and I parked my V outside on the street, that's why it developed those rust even though I really tried my best to take care of my V..
Since those are rust, so I'm thinking of removing those rust first by removing those black tapes with a heat guy first, then use a grinder to sand it down and remove the rust (I don't want them to keep spreading), then prime it and just apply those eBay/Amazon cheap Black Window Door Trim Cover Pillar Posts thing and just call it a day. Just wondering if anyone had done that before and if so can you please share your experience (I'm a newbie DIYer). I'm especially interested to learn what's underneath of those black tapes and how the rust looks like on the door trims, etc. Thanks!
Here is an youtube video that I found for door pillar trim restore. I'm hoping that I don't have to do such an big job as to cover the entire car etc.
