1st: When overhauling a rack & pinion, does the Pinion Shaft have an alignment position/requirement when reinstalled?

My original Honda R&P had the roll pin on the pinion shaft aligned with the mark on the tower housing, when the rack was centered.
My first purchased remanufactured R&P leaked immediately after installation. I noticed that the roll pin was not aligned with the mark on the tower when centered.
I returned the R&P for warranty and the 2nd remanufactured R&P arrived with the roll pin on the pinion shaft not aligned with the mark on the tower housing.
Does the Pinion Shaft have a proper position to port fluid thru the tower?

2nd: Could this style of power steering pump output pressure increase with age/wear?

My concern is that pump pressure blew out the seals on the R&P.

Any help would be appreciated before I install this R&P for the 3rd time.
