As long as it's trying to heat, that might be all you can ask for.
These vehicles aren't known for having very good heaters. Or more specifically, these 1.5L engines aren't known for being able to crank out enough heat to warm up the inside of the car by idling when it is cold out.
That's not to say that you might not have some other issue going on, but lack of enough heat has been a common complaint on this message board.
