We can guess all kinds of reasons the OP doesn't have the hood insulator. The likely reason is the local region Honda distributor decided it wasn't a necessary item and save a few $$ (or what ever local currency is) by not having it. The same reason US delivered CRV's haven't had Pano roofs, while Canada and other regions do have them. It's all up to the region's distributor.
