Welcome to the forum! You can take a look, but seat parts are not available separately, so you will likely need to find one at a wrecking yard. If so, make sure it comes out of an EX-L. '07-'09 should be the same. If you want to try to fix it, you'll have to take the seat out and just examine it to see if that's possible. The internal parts on these things are as complicated as a watch, so it will take considerable mechanical aptitude. It could be something simple like the handle or a broken spring, or possibly a piece of upholstery has gotten tangled in the mechanism, so it might be worth a look, but more likely it's a broken or severely worn part.
