I don't know how easy it is to get to the fuel tank in the 2nd gen CR-V but in the 3rd, it's just a matter of folding forward the rear seat, pulling back a velcro section of the carpet and it's all right there. Handy for troubleshooting, and easy to replace the sending unit if needed.
My '97 had a "lazy" fuel gauge, in that it always took 4-5 minutes to get to full after filling it up. In addition, the low fuel warning light would work maybe once or twice a year. I used the trip odometer as a "gauge", always filling up by 300 miles, just in case the gauge was that far off. It shouldn't be a big issue to replace that sending unit if that's the problem. I doubt the fuel gauge in the instrument cluster is faulty (I've never heard of it happening), but there is always that very slim chance...
