Fuel Gauge on Instrument Cluster

Hey guys, hope everyone is doing well. I've noticed in my 2005 Honda CR-V that when I fill up the gas all the way it still shows on my instrument cluster that it's not completely full? Is this is a Fuel Pump Sending Unit issue? Thanks!

It's been happening since I got it, which was late December - early January. It might be due to the cold weather as well.

It's behind the rear seats as well under the carpet! I just don't know what type of sending unit I would buy...
