That looks like the rear main seal to me. The cover protects the flywheel area from dirt.
Usually, when those seals start to seep, it's because of crankcase pressure. Cleaning the PCV valve should help.
Remove the PCV valve and spray it with carb/brake cleaner, it should rattle when you shake it afterwards. Honda PCVs rarely need to be replaced.
