You should always depress the parking brake until it stops.
How many clicks of parking brake to fully engage?
How many clicks does it take you to fully engage the parking brake so that if you were to park on a fairly steep incline the car wont roll back if you shift to neutral?

Pretty much step on it until it wont move anymore.
Ya there is no number of clicks. It's push (or pull for those with a handle) till it won't go anymore.
