I am using a voltmeter (combined with interior thermometer) device inserted into lighter outlet of my 2015 CRV Touring. I noticed that sometimes the electric system voltage is measured as 12.3V even when engine starts and some time after. Then it jumps to 14.3V. I thought that if alternator and controller are good, the voltage should never drop with working engine.
Does it indicate some problem that I need to address during warranty period?

No, that is the way Honda designs it's charging systems to work.

As a fuel saving measure, the alternator will not charge if current is available. So, a voltage reading will bounce around between 14.3 (charging) and battery (12.3).

Loads such as headlamps or A/C will result in a constant 14.3

For more reading, google ELD or Electronic Load Detector.
