Need help CEL light on cannot pass inspection on a 2006 Honda CRV.

I checked the live data stream on IMRC Valve Position sensor.
Problem: when car is running the Sol valve stays close. Never open : Value shows 3.75
When car is on but not running its open. Once I turn the car over the sensor closes and never opens on gear changing.

Pic 1: Shows closed with the car running - never changing.

Pic 2. shows with the car not running, engine off

Throwing CEL code P- 1078.

1. is the sensor bad
2. how to trouble shoot it?
3. should the sensor be opening while driving or changing gears?

Have you mapped the actual analog vacuum for consistency to the solenoid valve voltage and position data?
there's a few utube videos on this.
I just bought a 2006 with an existing P1077, I believe the solenoid is sticking on mine and just ordered a genuine 36163-PND-A01 replacement.

I changed the solenoid and cleaned imrc and manifold. Still getting P1077. Slightly better than before when I had P1078 as well. How do I test the position sensor without having a mapping device?
