P0420 comes up with catalytic converter issues, not purge valve. Are you sure you have the right fault code?
That's what the scanner says

It gave the same code before and it was a stuck purge valve solenoid stuck closed

Everything checked off that's what is puzzling to me

The 420 code is "catalyst low efficiency" on all OBD2 cars, but yeah I have seen purge valve contribute, yes very strange. But then I have also seen a TPS code be an ignition problem, the moral of the story is you can't not always trust the codes.
