Right Front engine mount question.

My right front motor mount on my 2001 Honda CR-V EX has gone bad. I bought a replacement made by Anchor (part number 8575) from Advance Auto. The bore of the mount is app. 21 mm and shaft of the the mating engine mount bracket is about 15mm. Is there supposed to be a bushing in there or is this correct?
