I have a 2019 CR-V SUV Touring and would like to know if I can adjust the "beep" when I hear the back-up warning. For example, while pulling out of a parking space and a car is nearing. The beep is rather low and am hoping there is an adjustment for it.

Try on the center panel: System/Sound-Beep/Beep Volume

I should be on the default of 2 but you can increase it to 3. Not sure whether it affects all the warnings but give it a try.

The system you are referring to is CTM or Cross Traffic Monitoring system.
When a vehicle is detected approaching from a rear corner, Cross Traffic Monitor alerts you with a buzzer and a displayed warning.
I'm not exactly sure, but maybe this will work.
Look/search for "Adjust Alarm Volume" in the manual.
