Same reason a car needs an engine/wipers/heated seats/et al....Why on earth does a car need a heated steering wheel?
Until you have had one, you wont know what you are missing.

Depends on the cost and how long I intend to keep the car for. Too many variables to give a yay/nay answer.
But to try and answer, if I was keeping it long term, then cost aside, I'd get it fixed
