I have a 2003 CRV. If I drive very slowly, say 3-5 mph, I can feel a rubbing, and the car will actually sway left and right a little in sync with the tire or axle rotation, not engine rpm. At 30-60 mph, the vibration gets bad. I don't want to drive above 60 because the shaking is very bad, especially when I brake. Front rotors and pads were just replaced. Also the rear right axle was replaced. Thanks for any ideas.

Classic case of a bad tire...tread separation.

If you need to verify, swap the front and rear wheels. If the symptom changes, its the tires for sure.
