Tips on getting the shift linkage rubber cabin seal on properly?

I've been fighting this thing nonstop and have not been able to get it snug on, any tips or am I just going to have to keep on trying?

Can you unsettle it and then get some strong string around the presumed groove that would be in the seal then pass the string inside to pull the whole thing into,the snug you are looking for, similar to a windshield install?
