Yes, that appears to be a mistake in the manual. If you had less than 1V on all four, I would continue to step 52.

Ideally the same but it will likely be a bit lower. Anything within like a half volt probably isn't the issue.

Also, 11.9V is perfectly acceptable to start. As long as the engine is cranking at a reasonable speed it can start, regardless of battery voltage.

Some of the connections i was testing for battery voltage was 11.9v.
By what you say above, that was a successful test right? With in .5v?

I would call that successful. There will always be a drop due to the handful of interconnects and length of wire causing increased resistance.

Is the engine cranking at a close to normal speed? That completely rules out a bad battery in my opinion. Based on what I read in your first few posts, the immobilizer should not be flashing. It will never start with that flashing. That along with your scanner not connecting makes me thing the PCM isn't talking at all. Missing power/ground/ignition or a failed PCM.
