2006 SE cranks but won’t start

Some of the connections i was testing for battery voltage was 11.9v.
By what you say above, that was a successful test right? With in .5v?
I would call that successful. There will always be a drop due to the handful of interconnects and length of wire causing increased resistance.

Is the engine cranking at a close to normal speed? That completely rules out a bad battery in my opinion. Based on what I read in your first few posts, the immobilizer should not be flashing. It will never start with that flashing. That along with your scanner not connecting makes me thing the PCM isn't talking at all. Missing power/ground/ignition or a failed PCM.
