You're asking for voltage at the blower motor with the resistor unplugged, or at the pigtail that connects to the resistor, if so I had the fan on high, and measured the resistor pigtail and it showed about 7.5 volts.

I'll give it a check when I'm done at work, I tried replacing it with a different new resistor over the weekend and it didn't change anything, but I didn't test the original one either while it was out.

 

Also fuse 36 10amp under dash fuse box

 

Thanks for the reply, I'll take a look at the fuse first, I should mention that,
The lights on the AC control panel on the dash work, when I press different air settings like ie feet or face, I hear the actuator move, but when I turned on the AC the compressor didn't click on.

 

For a 2011, I'm seeing a fuse and relay (with an X) in the under-hood fuse box, is this correct? If so, checking would be a good place to start.

I think the Honda blower motor circuit has been very similar over multiple generations and vehicle models. I had to deal with it on an element a little while back. See if this thread helps you out:
