I could be wrong, but as far as I know, the power meter on the left of the speedometer with the green arc shows the charge level. The hashmarks probably indicate kilowatts (kW), measuring the electric power used or regenerated by the hybrid system.
The white portion on the right measures the percentage of power output. It doesn’t directly represent horsepower but shows the percentage of the car’s total available power being used at that moment.
