Thats not good. I wheel and use a compressor that goes directly to the battery (Viair 88p). It can fill mulitple 33 inch tires happily. I had an outlet compressor before and it melted fuses happily.

If you have power at the fusebox, and a new 15a blows without any load, I'm thinking that the accessory outlet itself may have overheated and developed an internal short. Roughly translated, you need to pull the panel its in disconnect the socket, add new fuse and if power is ok, replace the socket.
