Steering Rack Issue, not re-centering, keeps pulling right or left after turn.

I live in Greece and bought the same car a month ago (CRV 2007, 120K klm) and I think I have similar issue. When I drive in slow speeds inside the city and turn the wheel to either direction for about 45 degrees, the car keeps turning and steering wheel doesn't return to center position. Sometimes the feel I get is like modern cars' with lane assist where you get a kind of force feedback.
If I try a 360 turn to either direction, again the steering wheel does not return to center position. I have visited 2 Honda service centers and one independent mechanic. One said that it is normal, the other one said that rack needs replacement or adjustment, third one said "I have to live with it :) ". Is it a common issue finally?
