I couldn't find anyone else with this exact issue.
2015.
My wipers, when on intermittent or just when they're off and being turned on, get stuck. The first time it happened I thought maybe they froze or had packed snow holding them down, so I pulled up (along the normal movement path) on them, and that worked for a couple minutes. Then they stopped again while I was driving. It's always at the bottom/rest position, where they sit when they're off.
There is no movement at all, not a twitch or impeded movement. Just nothing. Sometimes they will work for 20 minutes before stopping. But only when on intermittent, they've never stopped while on low or high constant motion.
