I've been getting a P0507 code and rough idle, so I started disassembly of the throttle body to clean out the idle air control valve (excellent video here).
The assembly is significantly rusted, and several screws are seized. This is my first time dealing with rusted and seized bolts like this and I've never drilled out a screw before, so this has been pretty discouraging so far. I'm hopeful with some advice I can work my way through this.
I've got the throttle body off the intake manifold, so now I'm trying to remove the IACV. It's held on with these two screws:
I got the first one off but I stripped the head of the second one. I first tried a brand new Craftsman hand impact driver and sprayed the screw with Blaster, but the bit just deformed and twisted. I then tried an impact drill and the screw head stripped. I suspect it's actually a JIS screw instead of a Phillips, but it was probably overkill on my part to use the impact drill.
The throttle and cruise control cables are currently still connected. I want to remove them so I can get the throttle body on a bench vice and then try to drill the screw out or some other technique (open to recommendations!). The cruise cable comes off real easy, but the throttle is tucked in underneath a plastic cover. I think the cover is held in place with a nut and washer on a stud with a couple flats on it, and some yellow torque seal inspection lacquer.
I tried screwing it off with just a 13mm socket but the nut and stud spun together of course, probably just imparting more twist on the torsion spring. The more I look at the torque seal the more I'm afraid to touch it as it looks like it's factory set, but I don't see any other way to get the throttle cable off.
So my questions are:

- How can I remove the throttle cable? Can I ignore the torque seal and simply remove the nut off the stud? If so, do I need a special tool? My needle nose pliers seem to be too thick to stay within the ID of the nut as it threads off.
- What removal technique do you recommend for the seized screw with the stripped head?
