Your engine isn't broken in yet, you do almost exclusive city driving with horrible traffic...no, you CRV is doing normal. There is a small caveat on every windshield sticker that says YOUR MILEAGE WILL VARY...most people can't get past that.
My '10 EX-L has just over 800 miles on it now and the last tank of gas averaged 22.3 mpg 50/50 mix of city and highway which is roughly 1 mpg better than what I was getting from the 2005 I traded in, I consider this pretty much normal for a CRV and the way and where I drive. I've been trying to keep the rpm's below 3500 and not load the engine until it gets past 1000 miles so my driving style is bit more lightfooted now than how I drove the '05.
FWIW, today I put the boot to it for the first time getting on the highway past a slow poke trying to merge in at 30 mph and was very impressed at the power compared to the '05, but it did nothing good for the average mpg reading on the dash
