I am doing some work on my CRV replacing the rear rotors and calipers. When tightening the bolts which mount the rotor the the hub I become unable to turn the rotor/hub by hand. I've tried both Bosch and Dynamic Friction rotors and they both lock up the hub when the countersunk screws are tightened. I've looked through all the posts about the parking brake pads and such.
I want two things from this post.

The old rotors show wear and they are worn down about 2 mm in comparison to the new one on this lip. When I lightly snug the rotor down I can barely rotate it and it shows some rubbing in the areas on this outer lip.
The both driver and passenger dust shields have significant rust and show wear around where I think this lip is rubbing.
So I need some more thoughts on this issue. I almost just want to tear off the dust shield but leave the back plates, since those seem like 2 separate pieces joined together. The second picture dust shield is only held on by 3 tabs at this point. Maybe clean up what is left of the backplate and weld some sheet metal to it to act as a DIY dust guard.
Since to buy new backplate/dust shield they're 122 dollars a piece. There is also having to take apart the whole parking brake and hub to just replace the sheet metal backplate.
Then there's leaving the dust guards as is and taking the rotors somewhere to machine down that lip on both of the new rotors.
Please let me know your thoughts.
