This is an on going problem that I've been dealing with. Anytime you put gas in the car it wont start unless you pump the gas pedal and it will imideatly stall if you dont keep the rpms over 1,000. I also have code P1457

I've been searching for fixes for the issue but I haven't been able to correct the problem. I've replaced EVAP canister purge valve. I also replaced the charcoal canister that also came with a new purge valve on it. Most fixes I find online are for getting rid of the code but not for fixing the "failing to start" problem. I made a post on facebook about this issue and one person told me that replacing their fuel pump assembly fixed their issue but that's an expensive (but easy) fix that I can't understand how that would fix it. So I'm asking if anyone knows if that would work.

The wires on this were both cut at the connector when I bought the car. I De-pinned the connector and re-crimped the pins back onto the wires but I do not know what orientation the wires should go. I put the colors how I did it but I tried both ways and it did not change anything. The colors shown are how I left it. Yellow/green wire on left and red/white on right.

Its dumping fuel back into the canister, check valve in the fuel pump assembly likely failed, get a pump off amazon and install it. This will give you the ability of free returns for 30 days just in case that doesnt fix it but it likely will.

Your stalling because the system is likely filling up with fuel and flooding the engine out. The pump assembly also has the vent that goes to the canister in it and isnt supposed to allow fuel up that line into the canister.

The only other possibility I can think of is heavy vacuum on the system, which easy way to check is valve with small vacuum line on top of the throttle body, it goes to the line that then runs along with the fuel line behind the engine and back to the tank. Pull that hose off. Likely will then run better but if that valve has failed you'll hear it sucking and rpm will be high due to vacuum leak. The hose probably will have fuel come out of it so have a rag ready to absorb it.

I hope this is easy to follow, post up if you have questions, I can take pics from mine after work today if needed to help show the valve.

Does this vehicle have "drive-by-wire" or a physical accelerator cable? If it's the drive-by-wire system, I wonder if there's a problem either in the accelerator pedal's position sensor, or the electrical motor inside the throttle body.

Also, did you drain the tank? Maybe there's water or something in it that's being stirred when you fill it.

I've had this issue sense I bought this car back in October 2019. I have sense driven it 10,000 miles and several fill ups. I would hope that if anything was in it would be gone. The issue only happens when I fill it up with gas. It starts up just fine every morning afterwards. Also it has a cable that goes to the throttle body as well as a cable for the cruise control. This on going issue has been a pain at the pump and I've thrown a lot of money at it already.

I un-screw the cap. put in some 87. Doesnt matter if I fill it to half a tank or until the pump stops itself. I screw the cap back on until i hear it click and when I start the car it revs up to 1,000 and then dies. Then I have to press the pedal about half way and feather it to get it to start and then hold the rpms over 1,000 or it will die. After about 15 seconds I can slowly ease off the pedal and the car will rest at idle and I can put it in gear and drive away. My 99 civic I always just fill it until the pump stops and the car starts just fine.

Doubt this will help but this is how evap emission system works, ....
When one fills the gas tank, gasoline goes into the gas tank and air comes out.
The air if full of dirty polluting hydrocarbons
and can not be vented into the atmosphere due to emission regulations
So that air goes through the charcoal (filter) filled canister.
The hydrocarbons are deposited onto the charcoal.
The air goes out past the vent valve (normally open) clean.
Later when the vehicle is on the highway and demanding larger amounts of gas,
The purge valve (normally closed) opens
and engine vacuum pulls air in from the charcoal canister
The vent valve allows air into the charcoal canister and pulls the hydrocarbon out.
That air is then sent to the engine where it burns the hydrocarbons.

Common causes for no start after fill up, ...
1. If the vent valve (located near the charcoal canister) is stuck closed
(there is no air in the gas tank to expand and let gasoline go)
then no air can get into the gas tank and the engine will starve for fuel, stalls
2. If the purge valve (located near the in-take plenum) is stuck open
(gas vapors gets pushed into the in-take plenum flooding the engine)
then too much fuel gets into the engine and the engine floods, stalls

P1457 is a Honda specific code for Evap small leak detected
Smoke test is usually run to find where the leak is.

Note: Air is compressible/expandable. Fluids are not.
