Just got the kit. I didn’t get any instructions from College Hills. I did get the bolt and the wiring adapter for each horn, though. The PIAA instructions talk about making sure the positive terminal is connected to the “top” terminal, which is unmarked. Do I assume it’s top relative to the way the horn is shown in the drawing?

Today I put the College Hills horn kit on my new-to-me '17 Touring. The kit included the plug & play wiring.

I followed the photos posted by R CR-V and Steve 2020EX for the new location of the horn with success. I have very little mechanical ability and it only took me a half hour to do.
 
Have done today what many of those who posted above have done: installed OEM horn replacement from College Hills Honda. Now I sound like a SUV, not a Vespa. Wish that there was some way to post the mp3 I have of how the new horns sound.

Not sure how others got the horn to face towards the radiator.
In my install, the passenger horn was the most problematic install. OEM lead is real short. Installed CH lead into OEM lead & horn, then mounted to frame. Used tape to hold nut to horn assembly, then tightened bolt. After install, pushed the cover over the bolt heads - almost looks like OEM.
