This guy is full of shit. Complete BS. Even poor driving habits will yield somewhat better MPG if the car is in good/proper working condition. And highway MPG, even 70+, will get you at least 29-30 in a headwind!

This is also part of the problem, and likely why you got such a great deal. They are likely clueless about the Honda AWD and 1.5T product. Along with all of the things everyone here has mentioned, Is the impeller damaged? That 1.5L engine will not give you enough power without it, and your MPG will suffer. What does a full download of the ECM data reveal? Did they offer you a FREE carfax report? A complete service history printout? Something is rotten in Denmark here.
We have a 2022 EX-L AWD as well, with around 13K miles. City driving is as advertised, with no unusually easy/harsh driving. Highway MPG is around 33-35.
I am sorry you are in this predicament, but it's time to play hardball with the seller. Find out where the car came from, look up the VIN to see exactly when it was put in service and what service/repair records are available, look for accident/damage reports via Carfax or Autocheck, enter the VIN in this site:
National Insurance Crime Bureau's free VINCheck to see if it was reported as salvage, check if your state has a law that covers used car lemon laws, or the federal Magnuson-Moss Warranty Act to seek relief if your search turns up some nefarious actions by the dealer that sold you the car. Again, the fact that you got a really sweet deal makes me wonder if the dealer knew some things about the car that they were unable to resolve.
